When You Can Change Plans For 2023

Maryland Medicare Plans in 2023: I can help you change plans with relative ease. A simple phone call and a few questions is all it really takes. It's fast, easy and you don't need to pay for my services as I'm compensated by each carrier to help you. The actual dates that you can make changes, and what type of plan you can change vary.

Listed below are all the times and reasons you can change and which type of plans you can change during that time period. If you have a unique situation, please call me to discuss your options: (410) 896-1212.

Annual Enrollment Period

October 15 through December 7

  • Known as "AEP" 
  • You can add, change, drop Advantage Plans
  • You can add, change, drop Rx Drug Plans
  • You can add, change, drop an MSA Plan
  • Sometimes referred to as "Open Enrollment" but I feel this can cause confusion and misinformation

NOTE: You may see TV commercials promising unlimited benefits for free. These are massive call centers with limited plan options. CMS (Medicare) received so many complaints about these companies that CMS had to implement new marketing rules. Move with EXTREME caution when calling any "Medicare Helpline" or seeking a plan that sounds too good to be true. Your data may also be collected and sold off to other call centers. 

MA OPEN ENROLLMENT PERIOD

January 1 through March 31

  • Known as the Medicare Advantage Open Enrollment Period
  • You can change or drop Advantage Plans
  • You can return to Original Medicare
  • Medicare (CMS) does not allow any company or broker to actively promote or advertise this time period, so please take note of this information

NOTE: You cannot join an Advantage Plan during this time period unless you already have one in place, unless you qualify for an IEP or SEP. You cannot change an Rx Drug Plan during this time. If you have an Advantage Plan, and you add an Rx Drug Plan during this time, your Advantage Plan will automatically be terminated. Call me for details.

INITIAL ENROLLMENT PERIOD

All Year - Varies By Person & Situation

  • Known as "IEP"
  • This is when you first become eligible for Medicare, which for most is at age 65
  • It is a 7 month window, 3 months prior to, and 3 months after your 65th birth month
  • If you have a permanent disability and get SSA benefits, your IEP is 3 months before your 25th month of SSA benefits, and ends 3 months after your 25th month. Those on SSA disability will get a second IEP when they turn 65
  • For all situations above, you can select from dozens of Maryland Medicare Plans in 2023 including  Advantage Plans, an Rx Drug Plan, or a Medicare Supplement Plan with no medical underwriting

SPECIAL ENROLLMENT PERIOD

All Year - Varies By Person & Situation

  • Known as an "SEP"
  • These are small windows of time, typically 63 days for most situations that you can make changes 
  • You can add, change, drop Advantage Plans
  • You can add, change, drop Rx Drug Plans
  • You can add, change, drop a Supplement Plan
  • There are dozens of SEP designations with varying degrees of rules, and these rules vary by state. It's best to discuss your situation with a broker prior to making any changes. The broker should be an expert in your state, or better yet, live in the state to help you better understand all of your options. Time is of the essence, don't wait to speak to someone or you might miss your only window to make a much needed change. 

MEDICAID / INCOME BASED

All Year - Varies By Person & Situation

  • Known as an "SEP"
  • Is triggered by your income
  • Can be triggered by an individual making less than $41,000 through Maryland's SPDAP option
  • Maryland's highest level of help is Medicaid with a QMB status (Qualified Medicare Beneficiary) for individuals making less than $1,153 or married couples making less than $1,546
  • You can add, change, drop Advantage Plans
  • You can add, change, drop Rx Drug Plans
  • QMB recipients have access to additional Advantage Plans throughout Maryland in 2023

SUPPLEMENT PLAN ENROLLMENT

All Year - Varies By Person & Situation

  • Known as "Medigap" or "Gap" Plans
  • You can add, change or drop a Medicare Supplement Plan 365 days a year
  • Popular options are F, G, N or high deductible options. Those >65 only have the Plan A option.
  • Unless you are in your IEP or a specific SEP, you will need to answer health questions to qualify for a plan, and your application can be denied
  • Rates vary by state, age, sex, and possibly health (those with preexisting conditions may be "rated up" to a higher premium level or denied completely). Call for details about which conditions may trigger higher rates. 
  • Plan enrollments or changes can start on the 1st day of the following month of the application date.

Maryland Medicare Plans in 2023 Means More Choices

Your Maryland Medicare Plans in 2023 simply means more choices of products from a wider range of companies. There has been a major expansion of plans by several major carriers bringing into Maryland some amazing new PPO and HMO plans. 


Some of these plans have monthly Premiums of $0, however, you will still need to pay your Part B premium (unless you have Medicaid).


Many companies have also expanded their doctor networks, working hard to negotiate with local hospitals, specialists and primary card doctors to sign on. This will give you even more providers to choose from, no matter which company or plan you decide is best for you.


Many plans have lowered co-payments and increased benefits, making Medicare Advantage Plans an extremely attractive option in 2023.

2023 Additions By County

Supplement Plans & Drug Plans are available statewide, where as Medicare Advantage Part C plans are available on a County by County basis. Where you live determines which Advantage Plan you have access to. All Advantage plans allow you to access a statewide network of providers and often allow you to access multi-state networks.

Maryland Medicare Plans In 2023 : New Options

This is not a complete list and does not list currently established plans from 2022 or prior, plans that will remain in place, plans that may be terminating or CSNP (chronic special needs plans). Do not rely on this list to make your plan decisions without speaking with a licensed broker first. This only displays known new plans that will launch on January 1st, 2023. You can enroll for these plans starting October 15, 2022. This listing may change based on plan filings and CMS approval. Please contact me directly to discuss all Maryland Medicare Plans in 2023. For brevity, an "MA Only" plan is a Medicare Advantage plan with without Prescription Drug Coverage. Although available to any Medicare eligible client, these plans are typically purchased by individuals that are able to obtain credible drug coverage elsewhere, such as the Veteran's Administration (VA). Choosing a plan without credible drug coverage from somewhere, may trigger a Part D late enrollment penalty.  A "SNP" plan is a Medicare Advantage Special Needs plan. These SNP plans are only available for those qualified for Medicaid (low income) at the QMB or FBDE level.

FAQ's For Maryland Medicare Plans In 2023

Do you charge a fee?

No. Never. And you will never pay more to have me help you. My compensation is already built into the insurance carrier's pricing. Even if you purchase a plan with $0 premium, I'm still compensated to take care of you. It is illegal for brokers to charge a "broker fee."

 

When would my changes take affect?

This depends on when you submit your application. 

During AEP (Oct 15 - Dec 7), any changes made will start January 1st, 2023. 

During an SEP (varies), any changes made typically start the very next month, on the first.

During your IEP or when you first turn 65, coverage will start on the same day that your Medicare Part B starts. It cannot start earlier than the Part B date, but it can start later (don't wait too long, there are very specific deadlines you must follow or risk losing coverage). Contact me for details.

For those on Medicaid, LIS or have SPDAP, your coverage can change throughout the year, and typically starts the very next month (on the first). However, during AEP (Oct 15 - Dec 7), changes made would start January 1st, even if you have one of these low income subsidies. 

 

Are there new options in my county?

There are many new plans in lots of counties. View my basic county chart above to view if your county has brand new plan options. This is not a complete listing.

This simply gives you new plans, but does not address if plans in your area have changed because of pricing, benefits, doctor networks etc. Many times plans change ever so slightly, but not enough for you to want to change. You will receive an ANOC (Annual Notice of Change) letter from your current insurance carrier (late Sept, early Oct) that will disclose any changes to your current plan.  If you didn't get your ANOC letter, contact your current carrier and ask them to send you one.

 

How can I change my current coverage?

I can help change your coverage at no cost to you. We can first discuss your options over the phone / email / Zoom and then you can decide which plan you want to change to. We can meet in person or do everything by phone / email / text. 

The actual process is simple. It can all be done electronically.

  1. I'll ask you a few questions for the application and I'll submit all of your data electronically to the insurance carrier of your choice. 
  2. I'll track the application to ensure the carrier receives and processes it
  3. You will get a new membership card within 2 weeks of the application
  4. I will enter you into my database to contact you with future changes or new options that you may want to be aware of.
  5. Your new plan will start January 1st if you apply during AEP or on the 1st of another month depending on your situation.
  6. You receive unlimited access to me throughout the year to discuss your Medicare insurance options (at no cost to you).
